DESCRIPTION OF SERVICES
Permit, inspect, investigate complaints and monitor activities of facilities
accepting, sorting or composting solid waste. In addition LEA personnel serve as staff to the
Citizens Oversight Committee for the Recyc Inc. Regional Composting Facility.

Public Notices
Information regarding when an application for an RFI amendment, modified solid waste
facilities permit, revised facilities permit or new solid waste facilities permit is submitted to
the LEA for consideration. The requirements of notification to the public are as specified in Title
27 of the California Code of Regulations.

Permit, inspect, investigate complaints and monitor activities of businesses engaged in the cleaning and disposal of septic systems, grease traps and portable toilets.
Refuse Collection (County Area Only)
Permit, inspect, investigate complaints and monitor activities of businesses engaged in collecting refuse. Administer annual collection rate adjustments.
Register, permit and inspect medical waste generators, investigate and resolve complaints regarding improper handling of Medical Waste.
The County regulates the Land Application of Class A Sewage Sludge for Agricultural Activities under County Ordinance No. 830 . The land application of Class B sludge is prohibited.

Respond to complaints concerning landfilling (i.e. burial) of trash or garbage. For complaints concerning improper disposal/storage of household trash and garbage in the unincorporated areas of the County and in certain contract cities (i.e. Rancho Mirage, Palm Desert, Canyon Lake, Murrieta, Temecula), contact our District Environmental Services Division . Complaints regarding junk cars or other debris and dumping in open lots or areas, contact County Building & Safety’s Land Use Office at (951) 275-3200.
Tattoo, Body Piercing and Permanent Cosmetics
Register and inspect practitioners of tattooing, body piercing or permanent cosmetics to minimize the spread of disease. Go to our Forms and Guidelines page for a listing of steps necessary to become a registered practitioner, interim health standards and an application.
